}Roll back failed table change
Roll back a table’s latest change after it failed, so the table accepts changes again. Only the latest change can be rolled back, and only when its status is failed or rollback_failed: a pending change is refused because a rollback would race the change still being applied (409 change_in_progress), and an applied change is refused (409 change_not_failed). Requires confirm=true. A rollback that outlives the request budget responds 202 with status rollback_in_progress; the change itself keeps reading failed for the whole rollback, so poll it until it reads rolled_back or rollback_failed rather than resubmitting.
